Department Of IEDSS

A. IED Functions

  1. To assist the department of school education policies in framing policies relating to integrated and inclusive education.
  2. To develop material, methods and programmes for use in integrated/inclusive set up.
  3. To co-ordinate with various national and international institutions working in the area of integrated/inclusive education for promotion of the same.
  4. To train the teachers and other personnel to work in integrated /inclusive set up.
  5. To take up research on issues relating to integrated/inclusive education and suggest ways for successful implementation of the same.

B. DEPARTMENTAL ACTIVITIES.

  1. Proposals submitted to the Govt. for sanction of posts of School Assts. Spl. Edn under CSS "Inclusive Education for the Disabled at Secondary Stage (IEDSS)". (Distribution between the Govt. and Z.P.)
  2. IEDSS plan for the year 2011-12 prepared and submitted to the principle secretary secondary education, Govt. of AP, on 03-05-2012 for onward submission to the HRD Govt. India, New Delhi for sanction of the proposal.
  3. Proposal submitted for the Administrative sanction of 2nd installment budget for the year 2010 for 6 voluntary organizations of AP.
  4. IEDSS plan for the year 2011-12 prepared and resubmitted to the Principle Secretary to Government, Secondary Education Dept. on 07-09-2011 for onward submission to the GOI. for sanction of the proposal.
  5. Convened a state level 1st committee meeting in the Chambers of the C&DSE, AP. Hyderabad on 18.02.2012
  6. SCERT – SE - Sanction of 1476 Teachers posts under CSS "Inclusive Education for Disabled at Secondary Stage (IEDSS)" in needy Secondary Schools functioning in the State – Proposals – Submitted in response to the letter F.No.14-1/2011-IE, Dated: 19.10.2011 from the Under Secretary to the Government of India, MHRD, Department of School Education & Literacy, IEDC- Section, New Delhi.
  7. The Director SCERT has attended the PMEG meeting at MHRD, New Delhi. On the Inclusive Education at Secondary Stage.
  8. As per the Minutes of the 1st meeting the draft proposal for the sanction of 1476 teacher posts under CSS "Inclusive Education for the Disabled at Secondary Stage (IEDSS)" in needy Secondary Schools functioning in the stage has been prepared and submitted to Govt.
  9. As per the state level 1st committee meeting in the Chambers of the C&DSE, AP. Hyderabad second subcommittee proposal for service rules submitted under CSS "Inclusive Education for the Disabled at Secondary Stage (IEDSS)".
  10. State level 2nd committee meeting in the Chambers of the Director, SCERT, AP. Hyderabad on subcommittee proposal for service rules submitted under CSS "Inclusive Education for the Disabled at Secondary Stage (IEDSS)".
  11. In view of the discussions had with the Principal Secretary to Govt. Finance Department, the revised proposals submitted for sanction of posts of School Assts. Spl. Edn under CSS "Inclusive Education for the Disabled at Secondary Stage (IEDSS)". (Distribution between the Govt. and Z.P.), have been submitted to Government.
  12. Government in G.O.Ms.No. 341 Fin. Dept., Dt. 21`.12.2012 have issued orders sanctioning 1476 posts of School Assistants (Special Education) under CSS "Inclusive Education for the Disabled at Secondary Stage (IEDSS)".
  13. IEDSS plan for the year 2013-14 prepared and submitted to the principle secretary secondary education, Govt. of AP, through RMSA on 03-05-2013 for onward submission to the HRD Govt. India, New Delhi for sanction of the proposal. MHRD intern accepted to release the grant of 5773.6 lakhs in their appraisal on 13.05.2013 and also requested to send some details to sanctions some other grants. It is under process.
  14. IEDSS plan for the year 2013-14 prepared and submitted to the principle secretary secondary education, Govt. of AP, through RMSA on 03-05-2013 for onward submission to the HRD Govt. India, New Delhi for sanction of the proposal. MHRD intern accepted to release the grant of 5773.6 lakhs in their appraisal on 13.05.2013 and also requested to send some details to sanctions some other grants. It is under process.

C. ON HAND FUNDS

  1. IEDSS 100% CCS fund Rs. 10932.06 lakhs has approved for the year 2011-12, subject to release the grant after the recruitment of 1476 School Assistants (Special Education).
  2. IEDSS 100% CCS fund Rs. 5773.6 lakhs has approved additionally for the year 2013-14, subject to release the grant after the recruitment of 1476+874=2350 School Assistants (Special Education).

D. ISSUES

  1. Action is being taken to construct the child friendly Toilets where ever necessary.
  2. Action is being taken to construct the ramps where ever necessary.
  3. Action is being taken to construct the 382 IERC centers identified in coordination with the RVM.
  4. Action is being taken to procure and supply the material and equipment to the IE Resourse centers.
  5. Action is being taken to supply the books for the IEDSS children.
  6. Action is being taken for the development of Training Modules for the Special teachers (to be recruited).
  7. Action is being taken to provide training to all the Special teachers (to be recruited) with the qualifications with single disability area to specialize in all other disability areas in particular.
  8. Action is being taken to provide training to all the general teachers in all disability areas in general.
  9. Court case PIL 2 filed by MR against the sanction of posts School Assistant (Special Education) H.I. / V.I. under Government G.O. M.S.No.341 Fin. Dept., dated 21.12.2012. Submitted remarks to the court against the PIL. It is under hearing.
